Terror scare: who's behind it?

Who is the driving force behind the mass arrests of Maori sovereignty, peace and justice activists? If this "operation" has been planned for so long - who decided we should have a terror scare right now? Everyone interested in civil liberties and democracy in Aotearoa should be asking that question.
