Bolivia's vice-president Álvaro García Linera: ‘We are going through the most radical social transformation’by Álvaro García Linera (translated by Richard Fidler) from LINKS – International Journal of Socialist Renewal 22 November 2008 Synthesis of the constituent process The demand for a constituent assembly emerged at the very point when the majority of the country, the Indigenous sectors, were moving or beginning to move from being a demographic majority to a political majority — the awakening of an Indigenous, campesino and popular movement that for centuries had been excluded from the power structures of the state.
